    A provincial quota system restricts the total number of tax-free cigarettes that can be sold on reserves, but a 2008 audit revealed that one manufacturer alone sold more than 250 per cent of the total allocation. A 2009 federal report estimates there are 43 unlicensed manufacturers in Aboriginal territories.
